Honorable Soipan Tuya,CBS – Profile

Honorable Soipan Tuya is the Cabinet Secretary, Ministry of Environment, Climate Change and Forestry – Kenya. She has served as a two term member of parliament for Narok County (ten years). While in the National Assembly, she served as 1st Chairperson of Speaker’s Panel (alternate Speaker) and has also served as a specially elected senator in the 4th Senate of Kenya.

Hon. Soipan is an exceptionally motivated legal professional and an Advocate of the High Court of Kenya of 18 years standing.

Upon her admission to the bar as an Advocate of the High Court of Kenya, she dedicated her law career to pro bono service provision for women and marginalized groups including a successful case ruled in favor of women succession rights regardless of marital status. She headed and spearheaded the design of the USAID supported JUSTICE Project and the PROMARA Program whose main objects were to set pace for implementation of Article 48 of the Constitution of Kenya and environmental governance and management respectively.

She joined politics in 2013 as the pioneer woman representative for Narok County and her track record in the economic and social empowerment of affirmative action groups as well as her effective representation of the people of Narok and exemplary leadership role in the National Assembly, earned her 2nd term as a legislator in 2017.

Hon. Soipan serving as the 1st Chairperson of Committees in the National Assembly’s Speaker’s Panel, her responsibility was to chair and preside over National Assembly sittings in the absence of the Speaker and the Deputy Speaker. Her firm and decisive role in this capacity proved critical in the enforcement of the House Rules and Procedures and protection of the integrity of the August House.

Hon. Soipan served as the Vice Chairperson of the Liaison Committee whose membership comprises all the Chairpersons of Committees of the National Assembly. In the 11th Parliament, she served as Chairperson of the Select Committee of Implementation charged with the responsibility of following up on petitions, undertakings by the executive, resolutions of Parliament to ensure efficient and effective implementation by the executive. She was also an active member of the Justice & Legal Affairs Committee of the 12th Parliament.

As Patron of the Narok County National Government Affirmative Action Fund (NGAAF), she stands out in the economic empowerment of Affirmative Action groups within Narok County, including active mentorships, scholarships and role modeling programs

aimed at curbing the rampant retrogressive cultural practices like Female Genital Mutilation (FGM) and early marriages that continue to hamper access to education by the Narok Girl Child.

Prior to her appointment as Cabinet Secretary for Environment and Forestry, Hon. Soipan was a nominated Senator and she served in the Devolution and Intergovernmental Relations committee, the Powers and Privileges committee and the Health committee.
